Administration Department

The Administration Department was until May 2006 known as the Administrator’s Office. The Office which was then, and is still now, the central co-ordinating department of government, supports the Administrator in his administrative day to day role and his statutory functions which include:

Immigration
Registrar of Births, Marriages and Deaths
Coroner
Currency Commissioner for St Helena
Harbour Master, and
Receiver of Wrecks.

The Administrator’s Office began its transformation back in April 2002 when the responsibility of government amplified following the change in the system of government with the introduction of taxation and an elected Island Council in November 2002. This incorporated the direct accountability for the Education, Health, Fire and Environmental Health establishments and their staff.

In 2004 the Administrator’s Office underwent a further major change and in addition were required to provide administrative and personnel support to approximately 130 staff that were transferred from the Ascension Island Works & Services Agency after its closure. During the same year the Office also had responsibility for the newly formed Legal Office that was headed up by a Legal Adviser. The Legal Office has since modified and is currently headed up by a Crown Counsel who is responsible to the Attorney General in St Helena.

In May 2006 the Office was separated out into two manageable Departments – Administration and Human Resources.

The Department continues as the central co-ordinating department working in support of the Administrator’s policies, decisions and activities. The Administration Manager with the support of her three staff are responsible for the day to day operations of the Department. In addition the three staff also provide clerical support to Human Resources Department and the Managers of both departments who are interdependent and deputise for each other during leave or other absences.

Human Resources Department
The Human Resources Department, originally called the Personnel Department, is the newest Department within the Ascension Island Government, having only been created in May 2006. The primary function of the Department is to manage AIG’s human resources.

The Human Resources Manager heads up the Department and he is supported by staff from within the Administration Department. The Head’s of both these departments are interdependent as they deputise for each other during leave or other absences.

As a part of its human resources functions, the Human Resources Department is responsible for (this list is not exhaustive):

  • AIG recruitment
  • Preparation of contractual and other documentation for all AIG employees
  • Implementation and monitoring of AIG’s General Conditions of Service
  • Discipline and Grievance procedures and proceedings
  • Dealing with staff queries
  • Payroll change notifications for all staff
  • Ensuring that all HR policies and procedures are applied fairly and appropriately
  • Security and accuracy of all personal files and training records.
